A tall cone party hat sits on an oval brim, topped with a spiky burst pom-pom, its surface punched with polka dots of mixed sizes and one curved highlight. Around it float confetti dots and short curled streamer flecks, so the whole piece reads as mid-celebration. Single solid color, one cut layer, with the dots as negative space you simply weed out. The smallest confetti flecks and the pom-pom spikes set the limit; stay at 4 inches tall or above so the points don't tear, and weed the spiky top last.
